HARARE, ZIMBABWE, January 31, 2017 /EINPresswire.com/ — The United Nations World Tourism Organization (UNWTO) earlier issued a statement on the recent executive order by US President Donald Trump on restricting travel to the United States from Iran, Syria, Somalia, Sudan, Libya, and Yemen.

While none of the candidates running for the post of Secretary General of UNWTO has said anything, the Hon. Dr. Walter Mzembi, the African Union candidate, again has taken the lead for a pro-active approach and issued a strong statement:

Recent Executive Decisions by the U.S. Administration effective 27th January 2017 have generated global debate, anxiety, reciprocal action and consequently engendered unprecedented apprehension in the global tourism industry. For a period of 120 days, the temporary order suspends entry of any refugees into the U.S. It also prohibits all Syrian refugees from entering the U.S. until further notice. Additionally, it bans the citizens of seven majority-Muslim countries—Iraq, Iran, Syria, Somalia, Sudan, Libya, and Yemen—from entering the U.S. on any visa category, which include those travelling on tourism purposes. While it is too soon to determine if the Executive Order impacts tourism, it has certainly generated a crisis of confidence in the travel-market attendant with negative reputational implications on the ‘American Dream.’ America was founded on the basis of its openness to immigration-all of ‘us’ searching for this now increasingly elusive dream.

Tourism is one of the largest sectors in the U.S.A. making a total contribution of 1.47 trillion U.S. dollars to its GDP in 2014, and it is forecast to reach 2.25 trillion U. S. dollars in 2025, based on a policy thrust by the last administration, on visa facilitation and travel liberalization. That policy thrust gave hope to a world gravitating towards more openness in travel business with many regions advocating strongly for seamless travel in order to boost tourism performance and benefit local economies in a world beset by economic meltdown and commodity price downturn. It is pertinent to note that the travel GDP of the U.S. is equivalent to direct exports of the entire global tourism sector of US1, 5 trillion as at 2015!

Tourism boasted virtually uninterrupted growth over time, despite occasional shocks, demonstrating the sector’s strength and resilience. International tourist arrivals have over time increased from 25 million globally in 1950 to 1, 24 billion in 2016. Likewise, international tourism receipts earned by destinations worldwide have surged from US$ 2 billion in 1950 to US$1.7 trillion in 2016. Employing 1 in every 11 people equivalent to 288 million jobs directly and indirectly with the U.S.A. alone accounting for 6 million jobs. In addition to receipts earned in destinations, international tourism also generated US$ 211 billion in exports through international passenger transport services rendered to non-residents in 2016, bringing the total value of tourism exports up to US$ 1.5 trillion, or US$ 4 billion a day on average. International tourism now represents 7% of total world’s exports and 30% of services exports (World Tourism Barometer, 2016), up from 6% in 2014 as tourism has grown faster than world trade over the past four years.
As a worldwide export category, tourism ranks third after fuels and chemicals and ahead of food and automotive products. In many developing countries, tourism ranks as the first export sector.

Clearly, tourism’s importance cannot be under-estimated, and that also behooves us to ensure travel is facilitated optimally, and we all have a stake to enable legitimate tourism in the midst of this crisis. The Executive Order seem to be at odds with the pledge to stimulate the US economy by reducing its trade deficit and increasing exports. Travel expenditure by foreigners in the USA and any destination for that matter is captured as export proceeds, so actions that stymie tourism are direct impediments to exports and will exacerbate the trade deficit. Over and above its positive economic impacts, tourism is one of the sectors contributing to U. S socio-economic development since it increasingly allows citizens to become aware of other people’s cultures, thereby symbolically inculcating cultural tolerance, social harmony and co-existence. Even when nation states are in a state of fall-out, the tourism bridge should never be collapsed as it allows for an effective people to people diplomacy – the most effective diplomacy, and more so in this IT age.

A wholesale ban on travel which does not differentiate between legitimate and illegitimate tourism will have far-reaching consequences on the global tourism economy – hence my concern as current Chair of the UNWTO Regional Commission for Africa, and three-time past President of the U. S based Corporate Council for Africa’s Travel Association, in which capacities, for the past nine years, I have lobbied, advocated and promoted travel between Africa and the U.S.A.

The social and cultural traditions and practices of all peoples, including those of minorities and indigenous peoples should be celebrated and recognized in terms of their worth, and barring other nationalities arising out of insecurity fears may not be the best option to guarantee peace in destinations. Seamless travel through safe, secure and seamless borders, must be our common objective imploring us in the process to exercise restraint where this is threatened by avoiding reciprocal action. An ‘eye for an eye’ approach will leave the world blind. In fact, travel should be used to secure peace, tolerance and understanding through greater interaction of humanity.

Equally the perennially nagging question of migration in the Americas, and within Europe itself, cannot find answers in restricting movement of other nationalities nor the building of walls, literal or figurative, or in reversing the gains of openness that we have achieved in the last decade. Part of the solution as a key component of my candidature proposition, certainly, lies in recognizing and proactively promoting tourism as an effective vehicle for job-creation and economic empowerment, building common understanding and ultimately the promotion of peace. The 1, 24 billion people who traversed the world in 2016 reached their destinations as peace ambassadors with their capital spent in destinations of their choice.

It is on the basis of the peace-building characteristics of this sector that I have a value proposition that seeks to bring into the fold of the UNWTO, principally the United States of America, Canada, Australia, the United Kingdom, and others, to induce a sense of universality and inclusivity: for it can only be on this basis that lasting solutions to the challenges can be found.

It is my sincere hope that this temporary measure is temporary for real, and that the prescribed120 days will afford all concerned parties ample time for deeper reflection and more widespread consultations – including with institutions such as the UNWTO which maybe in a position to offer wise, practical and impartial counsel.

Governor Andrew Cuomo clearly was quoted saying, “I am disabled” yet as a disabled person in New York State living in state or private facilities and group homes he himself in most cases would be denied 911 services if he were a victim of a physical and sexual assault crime, if he was in medical distress or died. Governor Cuomo also would also in most cases be denied his Constitutional right to be protected by all of the same laws as everyone else benefits. Denying anyone equal protection of laws is considered discrimination in civil rights.

For many years Governor Cuomo and his lawyers in the Governors Counsel’s office have ignored the most basic rights for disabled New York State residents to 911 emergency call systems and emergency medical and police first responder services. It is hard to fathom anyone would direct such discriminatory and deadly civil rights violations against the most vulnerable, but Governor Cuomo has done so for years. As New York State’s Attorney General and as Governor, Cuomo has taken dramatic steps also to ensure that the disabled are denied their U.S. and New York State Constitutional right to “equal protection of laws.” Cuomo was clearly being nothing more than a politician seeking national attention when he made this statement, “As a New Yorker I am a Muslim. As a New Yorker, I am Jewish. As a New Yorker, I am black, I am gay, I am disabled, I am a woman seeking to control her health and choices,” Cuomo said Sunday, “because as a New Yorker, we are one community – the New York community comprised of all of the above.”

The disabled are being treated unequally and as far lower class residents of New York State and citizens of the United States, which must be stopped. These individuals are being denied these equal rights;

• U.S. Constitution -14th Amendment right to equal protection of laws
• NYS Constitution- Section 11 of Article 1 of the Bill of Rights- equal protection of laws
• Equal protection of laws and equal access to emergency 911 call systems and first responder medical and police assistance and services when they are victims of physical and sexual assault crimes, significantly injured, in medical distress or died
• Equal protection of laws and equal access to justice due to the fact that most reported crimes against these vulnerable individuals are kept from being reported to local police and purposely kept from being criminally investigated.
• Equal protection of laws and equal access to justice due to the fact that most witnessed and reported criminal cases cannot be prosecuted due to purposeful lack of evidence collection and retention.
• Equal protection of laws and equal access to justice due to the fact that most of these reported and witnessed crimes are never reported to County elected District Attorney’s.
• Equal protection of laws and equal access to justice due to the fact that most reported and witnessed crimes will never be looked at through NYS penal law statutes as for other State residents, but instead four different internal categories are being used that all rise to the level of felony criminal offenses according to NYS penal law. Thousands of clear crimes kept from prosecutions to protect the perpetrators and criminals and deny equal protection of laws for the person with the disability. These actions allow the criminals to remain employed, off the abuse registry and able to re-victimize the same and other innocent extremely vulnerable victims.
• Equal protection of laws and equal access to justice due to the fact that their criminal cases are purposefully kept from, and almost always never, go through the normal criminal justice system and local courts.
• Equal protection of laws because the Justice Center for the Protection of People with Special Needs is not a first responder entity. This State entity ensures the Obstruction of Justice.
• Equal protection of laws because the Justice Center for the Protection of People with Special Needs is keeping most criminally negligent deaths or possible criminally negligent deaths from County Medical Examiners or Coroners, as well as from County elected District Attorney’s as required by law.
• Equal protection of laws because the Justice Center for the Protection of People with Special Needs Special Prosecutor is not an elected official, but a State employee who is not independent from the agencies involved, this is a direct conflict of interest.
• Equal protection of laws because the Justice Center for the Protection of People with Special Needs Special Prosecutor is operating unconstitutionally bypassing County elected prosecutors which have authority.
• Equal protection of laws because the Justice Center for the Protection of People with Special Needs is withholding thousands of criminal cases that were substantiated from being reported to the Office of Medicaid Inspector General as required by law. These illegal practices ensure the protection of dangerous facilities and dangerous staff and administrators involved in the original crimes or the crimes of covering-up the rapes, physical assaults and deaths. Prominent Int'l Lawyer Calls his Colleagues to Sign TGTE’s challenge at the UN Against Sri Lanka’s 6th Amendment

Prominent International Human Rights lawyer, Professor Francis Boyle of the University of Illinois in the United States of America,signed the Petition today demonstrating his legal representation and solidarity to the Transnational Government of Tamil Eelam (TGTE) initiative of challenging the 6thAmendment to the Sri Lankan Constitution. The petition challenges the 6th Amendment,which criminalizes peaceful advocacy for an independent state in Sri Lanka,as a violation of the Tamil people’s freedom of speech and freedom of conscience.

Professor Boyle won two Orders from the International Court of Justice (the World Court of the United Nations System) overwhelmingly in favor of the Republic of Bosnia and Herzegovina against Yugoslavia to cease and desist from committing all acts of genocide against the Bosnians in violation of the 1948 Genocide Convention.

He also convinced the Prosecutor of the International Criminal Tribunal for the Former Yugoslavia to indict Yugoslav President Slobodan Milosevic for every crime in the ICTY Statute, including two counts of genocide: (1) genocide for the Srebrenica Massacre; and (2) genocide against Bosnia in general.

He is the author of several books on self-determination and genocide among others. He has presented many papers and booklets on the Tamil national conflict the latest of these being a book titled ‘The Tamil Genocide by Sri Lanka: The Global Failure to Protect Tamil Rights under International Law’ published first in 2009”.

While signing the TGTE’s communication to be filed with the UN Human Rights Committee Professor Boyle quoted Article 1 of the International Covenant on Civil and Political Rights, a treaty to which Sri Lanka is a party, and stated ‘all peoples have the right to self-determination and that includes the Eelam Tamils’.

‘The right to self-determination for the Eelam Tamils is at stake here and that is certainly why I am going to sign and why I would encourage all my legal colleagues to sign. This is an extremely important initiative, a breakthrough initiative, and I think everyone has to be behind it. And so now I will sign this Petition and I would encourage you to do so’ said Boyle, as concluded the signing ceremony.


Transnational Government of Tamil Eelam (TGTE) is a democratically elected Government of a million strong Tamils (from the island of Sri Lanka) living in several countries around the world. TGTE was formed after the mass killing of Tamils by the Sri Lankan Government in 2009.

TGTE twice held internationally supervised elections among Tamils around the world to elect 132 Members of Parliament. It has a bicameral legislature and a Cabinet. It held its Parliamentary sittings among other places in the British and French Parliaments.

TGTE is leading a campaign to realize Tamils’ political aspirations through peaceful, democratic and diplomatic means. The Constitution of the TGTE mandates that it should realize its political objective only through peaceful means.

Tamils in the island of Sri Lanka faced repeated mass killings in 1958, 1977, and 1983 and the mass killings in 2009 prompted UN Secretary General Ban Ki-moon to appoint a Panel of Experts to report on the scale of the killings.

According to UN internal review report on Sri Lanka, over 70,000 Tamils were killed in five months in early 2009 and Tamil women were raped by the Sri Lankan Security forces. There are over 90,000 Tamil war widows and thousands of Tamils disappeared due the conflict.

According to this UN report, the killings and other abuses that took place amount to war crimes and crimes against humanity. Independent experts believe that there are elements of these abuses that constitute an act of genocide.

Members of the Sri Lankan security forces are almost exclusively from the Sinhalese community and the victims are all from the Tamil community.

GREENSBORO, NC, USA, January 26, 2017 /EINPresswire.com/ — Children’s Home Society will receive support from a long-term ally to help scale up proven programs to battle North Carolina’s foster care crisis. Among a growing list of concerned organizations and individuals, The Duke Endowment announced a 4-year, $3.7-million grant to expand foster care, early intervention, and prevention services across the state.

According to Brian Maness, President and CEO of Children’s Home Society of North Carolina, foster care is in a state of crisis, increasing every month in 2016 compared to the same period in the prior year.

At the end of 2016, there were 10,524 children in foster care with about 2,400 children eligible for adoption.

“Last year, we were able to place only 12 percent of the children referred to us,” said Maness. “We need to increase public awareness of the foster care crisis and expand our capacity of adoptive and foster homes for children.”

Committed to reversing these negative trends, the leadership and board of Children’s Home Society – North Carolina’s largest provider of foster care and adoption services – launched the Promise of Family campaign, teaming resources from foundations, companies, organizations, families and individuals to expand and accelerate proven programs for vulnerable children.

According to Maness, the relationship between the Duke family and Children’s Home Society of North Carolina goes back to 1902, when Benjamin Duke, the brother of James Buchanan Duke, founder of The Duke Endowment, was on the founding CHS board.

“One hundred fifteen years later,” said Maness, “Children’s Home Society’s core mission of promoting a loving, safe, and permanent family for every child has not changed.

The Duke Endowment, based in Charlotte, has distributed more than $3.3 billion in grants since its inception in 1924. The endowment’s work in North Carolina and South Carolina focuses on child care, health care, higher education, and rural United Methodist churches.

Founded in 1902, Children’s Home Society serves over 20,000 children and families in all 100 counties in North Carolina with adoption, foster care, parenting education, family preservation, and teen pregnancy prevention services. More than 15,000 children have been adopted through Children’s Home Society North Carolina.

RENO, NV, UNITED STATES, January 25, 2017 /EINPresswire.com/ — (Reno, Nev.) – The Honorable John J. Romero, Jr. has accepted an appointment on the National Advisory Committee on the Sex Trafficking of Children and Youth in the United States.

The Committee advises the Secretary of the U.S. Department of Health and Human Services (HHS) and the Attorney General on practical and general policies concerning improvements to the nation’s response to the sex trafficking of children and youth in the U.S., as outlined in the Preventing Sex Trafficking and Strengthening Families Act of 2014.

“I am honored by this appointment and look forward to the opportunity to contribute in the development of policies that prevent domestic child sex trafficking and reduce further harm to victims and enhance healing, recovery and wholeness for survivors,” said Judge Romero.

Judge Romero and other members of the Committee will be asked to advise on national policies concerning the cooperation of Federal, State, local and tribal governments and of health, human service, criminal justice and private sectors. The Committee will also recommend best practices for states to follow in the prevention and intervention of sex trafficking of children and youth, including submitting an interim and final report to the Secretary of HHS, the Attorney General, and Congress.

Judge Romero serves on the Board of the National Council of Juvenile and Family Court Judges (NCJFCJ) and sits on the NCJFCJ Governance and Family Violence and Domestic Relations Committees. He is also the lead judge for the NCJFCJ’s National Judicial Institute on Domestic Child Sex Trafficking, which has educated more than 300 judicial officers nationwide to better identify children at risk of child sex trafficking, and encourage judicial leadership to help improve outcomes for victims.

“The NCJFCJ is proud to have Judge Romero represent fellow juvenile and family court judges in this capacity,” said NCJFCJ president Judge Katherine Tennyson. “Judge Romero’s lifelong work, dedication and compassion have helped improve the lives of children and victims affected by trafficking. Judge Romero currently serves in the Second Judicial District Court of the Children’s Court Division in Albuquerque, N.M. and hears delinquency, child welfare and adoption cases. Judge Romero is actively involved in his community’s family violence prevention efforts and was recognized with the 2007 Spirit Advocacy Award. He presides over the Program for the Empowerment of Girls (PEG), an intensive multi-agency juvenile probation program for girls who have some type of violence and trauma in their history.

Judge Romero is co-chair emeritus of the Children’s Court Improvement Commission. He remains involved with the Tribal-State Judicial Consortium. He was the first judge in the country to be recognized as a certified child welfare law specialist by the American Bar Association (ABA)-accredited National Association of Counsel for Children. In 2014, Judge Romero received the Alice King Public Service Award.

IT Governance encourages New York financial institutions to start preparing for cybersecurity regulations

WYOMING, UNITED STATES, January 24, 2017 /EINPresswire.com/ — IT Governance, the leading provider of cybersecurity and ISO 27001 expertise, is urging New York-based financial institutions to start preparing for cybersecurity regulations.

The statement follows New York State’s Department of Financial Services recent release on the updated cybersecurity proposal, which is due to come into effect on March 1, 2017. The proposed regulation requires all New York financial institutions to implement appropriate security measures to protect themselves from cyber attacks.

The new legislation will require covered entities to submit an annual written certification to the superintendent of financial services in order to demonstrate compliance.

Alan Calder, the founder and executive chairman of IT Governance, said: “Financial services and insurance entities should prepare now. The new law presents challenges for most organizations, and will require a complete assessment of both operational and technical systems.”

Moreover, the legislation will require organizations to maintain a cybersecurity program, implement risk assessment controls and an incident response plan, identify vulnerabilities in networks and platforms, encrypt non-public information, conduct penetration testing, and provide regulation cybersecurity awareness training.

Businesses will also be required to hold records, timetables, and information that support the certificate and must be kept for five years for inspection by the department.

The Regulation, which is open for comments until the end of January, exempts organizations with fewer than 10 employees, and that have had less than $5 million in revenue over the last three years. The proposed legislation also exempts organizations with assets that do not exceed $10 million.

IT Governance urges financial organizations to take action and begin preparations now, as implementation will be particularly challenging due to the many compliance deadlines, which range between six months and two years.
