RENO, NEVADA, UNITED STATES, November 30, 2017 / — (Reno, Nev.) – The National Council of Juvenile and Family Court Judges (NCJFCJ) has announced Connie Hickman Tanner as Chief Program Officer, Child Welfare and Juvenile Law. She starts January 1, 2018.

Hickman Tanner has more than 26 years of experience working with courts. She began her legal career with the Federal District Court, Office of Desegregation Monitoring, working with a team to monitor compliance of the Pulaski County Desegregation Settlement Agreement.

She then joined the Arkansas Supreme Court Administrative Office of the Courts, where she worked for 23 years, first as a staff attorney, then as director of juvenile court services and court services director. She supervised the Judicial Education Division that provided ongoing continuing legal education for all appellate, circuit and district judges, their employees and court stakeholders, Public Education and Community Outreach, and the Domestic Violence Programs. She also supervised all Juvenile Court Programs, including the Court Improvement Program (CIP) State Court Appointed Special Advocates (CASAs) Program, Dependency-Neglect Attorney Ad Litem Program, and Parent Counsel Program.

As part of Arkansas’ CIP, Hickman Tanner coordinated the first assessment of how Arkansas courts were handling dependency-neglect proceedings. In 2005, she coordinated the reassessment and co-authored the CIP Reassessment Report and authored the CIP Reassessment Executive Summary. This reassessment evaluated implementation of the committee’s 1997 recommendations, and included additional findings and recommended improvements, which were key to Arkansas making significant systemic changes to the courts in child welfare.

In 2013, she researched and wrote Educational Stability: Improving Outcomes for Foster Children and Youth, as part of her Fellows project with the National Center for State Courts. This work led to the development of strategic plans with specific recommended practice strategies for judges, attorneys, CASAs, and child welfare caseworkers to improve educational outcomes for foster youth.

Hickman Tanner is a NCSC Fellow, and has served as faculty with the American Bar Association, the NCJFCJ, and National Association of Counsel for Children. She researched and wrote the Arkansas Juvenile Judges’ Benchbook. She also authored a law review article entitled, Arkansas’s Extended Jurisdiction Act: The Balance of Offender Rehabilitation and Accountability. Hickman Tanner is a graduate of University of Arkansas at Little Rock, School of Law and has an undergraduate degree from Hendrix College.

STRATFORD, CONNECTICUT , UNITED STATES, November 30, 2017 / — If you have never been to a  book swap, it's a pretty simple concept. Everybody attending brings books they want to get rid of, they mingle and enjoy food and refreshments, and pick out books to buy. The money then goes to a local charity in the form of a donation. Chadd Sullo has been planning a book swap for his community, hoping to finalize a date soon.

After pondering a way to help the local children's section of the library, he realized why not incorporate the lifeblood of the building. That's books.

Residents all over the city have books they have read and are no use for them anymore. Sullo is planning on letting people set up a table for the books and sell them for reasonable prices. This event would help make the kids section at the library exceptional.

Sullo explains there could be other ways to run the book swap and get the most funds for the charity. The event could let patrons buy tickets that would then could towards purchasing books.

Older or less than good condition books would go for fewer tickets. The more recent and popular books would sell for more tickets. The more books a person wants to buy, the more tickets sold. More tickets sold means more funds for the cause.

While discussing this potential idea with other people, Sullo has become overwhelmed with support. He has been surprised with the amount of support that he has received.

Some residents have said they will donate money without even buying books. They believe the children's section of the library needs to be updated.

Ideas passed around to help the section would be purchasing computers. Currently, there is the only one computer available for use in the library. Adults and children use this desktop and always has a waitlist.

"Having multiple computers just for children would be beneficial for the library," Sullo says. "Not only would these computers be used to look up books in the library, but could have educational programs to play."

The library has done all it can over the years to update the building and different sections. But with minimum funds available, it has become a difficult task.

"The library, financially, is tapped out," explains Sullo. "I feel so sad for the administrators because they want to improve the children's section."

Another idea when it comes to using the funds raised from the book swap would be more books and games.

"Kids come to the library with parents and just wait around for nothing to do," says Sullo. "The money raised could buy games and activities for the kids."

The goal is to make the section engaging for children. With computers and games, these would occupy the children for hours.

If any leftover money is available, Sullo hopes to help build an outdoor gazebo in front of the library. In the summer, patrons could read and meet at the gazebo. Libraries in the surrounding communities have a gazebo, so this would be a trend the library would like to add.

"This book swap would be all about improving the library overall," states Sullo. "I love coming here and finding new books to read. I want that tradition to continue for years to come. That means updating the building and services to make sure that happens."

Finally, Sullo plans on coordinating the book swap with library officials in the next few weeks to set a date. After that, residents can start gathering books they want to sell or donate.

Expectations are high and the library cannot wait for the results.

The Foundation is working alongside Houston’s iconic philanthropist and businessman, Jim ‘Mattress Mack’ McIngvale, and Rabbit Publishers best-selling series, Harry Moon, in giving a book that celebrates goodness to thousands of elementary and middle school children in Houston and its surrounding area.

Houston’s children and schools lost countless books through the devastating floods last month. The Foundations’ My Home Library program wants to make that right. “Many of the children in our Houston schools lost all of their books,” said Foundation President Julie Baker Finck. “Other kids never had a good book to begin with. The Foundation will be giving the gift of reading this Christmas it gives out 1000 hardcover copies of the Harry Moon book, Wand-Paper-Scissors, to school children beginning November 30. The giving of books will continue throughout 2018. The Foundation’s goal is to provide 25,000 Houston children with a home library of six books each through the My Home Library program.

CLEARWATER, FLORIDA, UNITED STATES, November 28, 2017 / — The Citizens Commission on Human Rights (CCHR) of Florida, a non-profit mental health watchdog organization dedicated to the protection of children and the eradication of abuses committed under the guise of mental health, has helped secure the safe release of over 500 people who were being unjustly held for involuntary psychiatric examination.

The mental health law in Florida, commonly known as the Baker Act, allows for men, women and children to be sent against their will for involuntary examination at psychiatric wards known as Baker Act Receiving Facilities and held for up to 72 hours during which time, those being held may be drugged without their consent if an emergency treatment order is issued. [1]

According to the Annual Baker Act report, 194,354 people were sent for involuntary psychiatric examinations during fiscal year 2015/2016 and 32,475 of them were children. This figure has more than doubled since 2001 and recent media reports are confirming the fact that specifically the number of children being Baker Acted is on the rise. [2] [3]

In order to help address violations of human and civil rights under the mental health law, CCHR mans a Psychiatric Abuse Hotline 7 days a week so that individuals who need help have someone they can call. All assistance provided is free of charge and those manning the Hotline are trained and certified on the mental health law through the Department of Children and Families.

“Our Psychiatric Abuse Hotline averages almost 80 calls a month from people calling about a friend or loved one that has been Baker Acted and unfortunately all too often the victim did not meet the criteria under the law and should not have been taken into custody and sent to a psychiatric facility,” said Diane Stein, President of CCHR Florida.

In addition to the Hotline, CCHR provides numerous other public services including the documentation of mental health abuses and the filing of complaints on behalf of the victims with the applicable state agencies and officials. Since February of 2015, CCHR has filed over 470 complaints concerning abuse within the Florida mental health system. These complaints have resulted in investigations and sanctions of the psychiatrists and facilities involved.

“Too often people, who seek help from psychiatrists, psychologists and other mental health workers, are the victims of human rights abuses. CCHR works to expose this abuse and to help those who have been unjustly incarcerated. Our intention is to eventually change the involuntary commitment process,” said Diane Stein.
