Around £5.3 billion ($7.15 billion) of his assets remain frozen in Jersey, a self-governing British Crown Dependency that operates its own legal and financial system.
In the legal filing, Abramovich’s representatives argue that the investigation breaches his rights to a fair trial and privacy under the European Convention on Human Rights. They also point to a public announcement made by Jersey authorities in 2022 confirming the existence of the investigation, despite no formal charges being filed.
According to reports, his lawyers told the Times that the case has continued for years without charges, transparency, or what they describe as credible evidence, and they accuse authorities of withholding key information and acting under political influence.
They also expressed confidence that the European court will rule in his favor.
The investigation has also affected the handling of proceeds from the 2022 sale of Chelsea Football Club. The funds, worth about £2.4 billion, were originally intended for humanitarian purposes linked to the war in Ukraine but have not yet been distributed.
Separate reporting indicates ongoing disagreement over how those funds should be managed, with discussions involving UK authorities about ensuring they are directed specifically toward Ukrainian relief efforts.
